BACKGROUND INFORMATION

 Communication exchange in rural areas is mainly established through public telephones. This means is commonly known in the main districts of the cities. It is very used by this population, even though the service is not efficient because it is interrupted during some hours and even for days. This situation causes that rural population be isolated, since it makes them impossible to be in contact with their relatives and friends located in other districts.

Other communication media used but at a lower extent are mail and internet, however; people only have access to them from the capital of provinces. In this context, access to such services is only possible for those residents who can afford time and costs for transportation, and also for those who know the appropriate use of these tools, for instance, internet tool use. Therefore, residents prefer to visit their relatives and friends, however; it would be possible depending on quality country roads, most of which are formed by fairly wide path and bridle path roads. This difficulty increases time and costs for transportation.

Some other people prefer to use radio as a means of communication, although its purpose is to broadcast information more than to establish communication. Like television, this means is consider to be a source of entertainment and information, dealing with issues of national interests more than ones concerning local aspects.

In view of these difficulties faced in rural areas, regarding information and communication, INICTEL and local authorities involved in this Telecenter Project have determined to make a replication of this project experience called Rural Establishments of Information and Communication Technologies (ERTIC) which is being developed in 10 districts of Huancavelica.

OBJECTIVES
“To improve access to information and communication services in communities where the project will be implemented”.

LOCATION
These telecenters are located in the departments of Puno, Huancavelica and Cusco . In Puno, they are located in the districts of Umachiri, Llalli, Cupi, community of Huamanruro which belongs to the province of Melgar , and in the district of Ocuviri, located in the province of Lampa.
In Huancavelica, they are located in the districts of Huachocolpa, Quishuar, Surcubamba, San Marco de Rocchach which belong to the province of Tayacaja .

In Cusco , there is a telecenter located in the province of Comandante Espinar in the district of Pallpata.

PARTICIPANTS
The institutions involved in the participation of this project are the National Institute of research and training of telecommunications (INICTEL) as the main promoter of communication development in rural areas, and also, the Ministry of Economy and Financing, which is the main entity to provide financial support for implementation of rural establishments.

Local governments of the districts of Surcubamba, Quishuar, San Marcos de Rocchac and Huachocolpa (Province of Tayacaja - Huancavelica), the districts of Llalli, Umachiri, Cupi, Macari which belong to Huamanruro (Province of Melgar- Puno), the district of Ocuviri (Province of Lampa - Puno) and the district of Pallpata (Province of Comandante Espinar - Cusco) also participate in this project development. ..........................SIGUIENTE
